How did the fight begin in the first place?

The video started with two men talking quite closely about something. However, soon it turned into a fight of headbutts and then a proper fistfight between two men.

The violence is not new to the US Open of Surfing!

In 1986, riots happened during the US Open of Surfing in which rioters set wreaked havoc on police and civil property due to men deriding two teen girls while in 2013, a group of teenagers stormed the crowd and spread chaos in the functioning of the surfing event.
