Exploration in these two games is vastly different. One involves walking from city to city while the other features exploration of planets in addition to just walking around places.
factions
The factions differ in many ways. Fallout 4 had a group of do-gooders called minutemen, while Starfield have explorers called the constellations. One is a group that is utterly boring while other thrives on being robust by their will to explore.

Looting plays out in a very similar manner in both these games. One kills enemies, loot their corpse. One sees some stuff laying around, they simply pick it up.
