The classroom in which this all is happening was full of students. The classroom also has tables and chairs. One of the striking things in the whole scene is that the teacher is present in the class. The girls looked furious as they exchanged heated words. After some heated moment, it turns into a physical fight. We see the classroom enjoying it and the teacher watching it helplessly.

There could be many reasons for him not to step in. One of the main reasons could be four people, and he was just a single entity who wanted it to stop. If the other children in the classroom tried to help the teacher get control of the situation, maybe it would have worked. It all starts with punches.
