Formula One has always been an elite sport and hence the foremost criteria should be merit. But the world on paper is a vast contrast to the world in reality. With the entire structure of Formula One biased towards the big names, minnows have to accept the money from these sub-par drivers to allow themselves to survive.
But a good driver is something different from a pay driver and it’s not necessary that the latter can’t be the former. Ayrton Senna was a pay driver too.
The good drivers Brawn is talking about are those who make the sport exciting. While talking to the Formula One official website when asked about the upcoming generation of drivers, he said that one dream of his five-year plan is that more drivers like Verstappen make it to the sport.

He touched upon the pay drivers issue by stating that there needs to be a system where only the best drivers make it to the grid and not by the way of a commercial agreement with the team.

But that’s not the only thing he talked about. In the interview, he talked about various issues like his decision to take up the role of Managing Director, Formula One’s new owner, Nico Rosberg’s retirement and the Budget Cap.
