Mattia Binotto, Ferrari F1 boss wants two different budget caps for bigger ‘manufacturer’ teams and smaller ‘buyer’ teams. He believes that Formula 1 should consider setting different spending limits for the ten contending teams.
Mattia said in an interview with Sky Sports that the decision on the budget cap is very significant for F1’s future. However it should be considered that not all the teams are similar with regards to their budgetary needs. And perhaps FIA should consider a differential spending limit to keep the competitiveness alive.
“There are teams which are constructors like Ferrari and other top teams. Where we are designing, developing, homologating and producing every single component of our cars.”

“Other teams are customers, buying some parts, and do not have the same structures.”
Ferrari F1 Boss Mattia Binotto wants F1 to make the decision rationally
Binotto thinks that the final decision on budget cap should not be based on ’emotions’.
“I think it’s important to look at the details but make a rational decision which has been based on considerations and not emotions.”

“So when discussing a budget cap we must not forget we have different situations. And it’s important we find a common ground which is suitable for different situations. And maybe the answer is not a single budget cap equal for all the teams.”
He said that it is very important that everyone is fully aware of the difficulties of some smaller teams. And F1 needs to address this matter of high running costs for the future of the sport. Additionally, he feels that reducing costs will be the first step to making sure every single team is surviving.
While the new guidelines have been postponed until 2022. The spending cap will in any case roll in from 2021. Be that as it may, the $175m breaking point could be decreased significantly further with teams dreading for their prospects as the COVID-19 pandemic keeps on assaulting the 2020 season.
