Arnold’s interest in running for governor in the gubernatorial election against the governor, of that time, Gray Davis, came as a shocker to all the citizens. The people elected him as the Governor of California in 2003. Arnold made significant progress by implementing different policies for the people, but propositions for some policies and reforms were very controversial. The redistricting reforms, and the execution of Donald Beardslee and Stanley Williams, drew immense opposition.

Arnold called for a special election in an attempt to pass his reforms. However, the people ultimately rejected all his reforms. Later that year, he apologized for conducting the special election as it cost a lot of money and promised to have a centrist approach moving forward. The people elected him for a second term as well. He completed his second term in 2011.
