Why was this decision taken by the NHL?

The NHL issued a letter to clubs on Tuesday morning stating it would “closely scrutinize” deals involving injured players, who are acquired with the goal of keeping them on the lengthy injured roster, until the Stanley Cup playoffs. The source adds that this might affect the deals of players like Gustav Nyquist, Sean Monahan, and Adam Henrique, who are presently injured.

Although the NHL isn’t outlawing such tactics by clubs, the reporter notes that they are strongly discouraged. Only dealings that may violate the Collective Bargaining Agreement (CBA), will be thoroughly investigated. The authorities have been bracing for this for a while. Similar transactions involving injured players, have aggravated certain clubs in the past.
