The little phoenix wanted heroics of Chuck to grab the eyes of the global audience. 

However, in Lee’s biography, author Matthew Polly revealed how popularity impacted the lives of veteran actors.

Chuck Norris had very few expectations from him in the movie

Matthew described that being the writer of the movie, Lee had some ideas to intensify the character of Norris in the negative role. The phoenix had planned some dramatic introduction for Colt. The martial artist had also convinced Norris to play the important part of the bad guy. 

According to the author, Norris had a little bit of an idea that the movie could help him in his career. Chuck assumed that the display of his skills in a movie would help him to get a bit of limelight. However, his expectations were limited to an increased number of students in his karate school. “Might draw more students to our [karate] schools,” Norris hoped.
