A lower back fusion is not very common among wrestlers in the world of pro wrestling. Hence doctors were dissuading Orton from getting back in the ring as they are not aware of the repercussions.

Lower back fusion also called ‘spinal fusion’ is a surgery performed to connect two or more bones in any part of the spine. Connecting the bones within the spine prevents movement, making it more stable and thus reducing the pain experienced by the patient.
