As one can see in the video, the golfer caused his ball to move a little on the par-4 fifth green. Since his putter caused the ball to move, he should have gotten the penalty, according to the USGA rules.
However, Johnson didn’t get a penalty on the 5th, but at the end of the round, the USGA took more time to evaluate whether to give him a penalty or not. Notably, DJ won the event with a 3-shot lead after getting one point cut down from his total for the penalty.

Although the USGA’s decision was not against the rules, it received criticism for giving unwanted stress to Johnson by dragging the issue until the end. Even the professional golfers were furious towards the official’s actions, including Woods.

According to the golf legend, no golfers knew what the score was, which made it difficult for them to calculate their entire game. “Am I tied for the lead, or am I leading the tournament?” he further added. “Am I one back, or am I tied?”
