This is because, in an interview with Digital Spy in 2014, The Rock claimed he feels it is better for him to get inducted into the WWE Hall of Fame after he retires. The Rock told Digital Spy, “That would be great, sure, but I would have to speak to Vince [McMahon] first.”
He added, “I’m not quite too sure if… am I allowed to be inducted in and still come back to wrestle? I don’t know. We’ll see!”
Though Dwayne “The Rock” Johnson has not competed in WWE for over five years primarily because of his Hollywood schedule, fans can expect him to appear once again in WWE.
He last competed in a WWE match at WrestleMania 32. On that night, he defeated Erick Rowan in just six seconds. Though later he appeared on WWE television, he did not compete in any match.
Is The Rock going to battle Roman Reigns at WrestleMania 39?
Presently, there are several reports that say that Dwayne “The Rock” Johnson will face Roman Reigns at WrestleMania 39. This is a feud the fans will love to see given the relationship between Reigns and The Rock.
But there is no official confirmation of this yet. However, it looks like this match may not happen. Dwayne Johnson is expected to start filming for back-to-back Red Notice sequels in early 2023.
Netflix is planning to shoot back-to-back ‘RED NOTICE’ sequels.
Dwayne Johnson, Gal Gadot and Ryan Reynolds are all expected to return, with the aim to begin filming in early 2023.

If the two schedules clash, then it is most likely that The Rock will choose Hollywood over WWE. This could be a huge blow for all the WWE fans who wanted to see The Rock in action at WrestleMania 39.
